In Safe Mode Boot Settings

Windows Key > Settings > Update & security

Recovery > Advanced startup > Restart now

Click on Troubleshoot

Click on Advanced Option

Click on Start Settings

Click on Restart

You can choose which boot options you want enabled.
To enable Safe Mode press the F4 key, to enable Safe Mode with Networking press F5
